Dr. B. P. Nilaratna Environment Law and Development, Senior Legal Adviser to ELDF is a Law graduate from University of Delhi. He has 34 years of administrative & scientific experience. He is former Joint Secretary to Ministry of Environment & Forest, Government of India. He has done Ph.D. from University of Leeds, UK and Masters from I.I.T Kanpur. He also has a D.Litt. in Economics. He has been trained in various international universities including University of Sussex, Brighton & Imperial College of Science & Technology, London. Dr. B.P Nilaratna has been the National Focal Point for Ozone and Montreal Protocol and for Mangroves and Coral Reefs in India. He was National Project Director for UNDP-GEF Project on Medicinal Plants. He has implemented numerous projects including the Multilateral Fund Projects and the Chillers Energy Efficiency Project of UNEP. He has to his credit numerous publications on a variety of subjects including Mangroves & Coral Reefs in India and a number of research papers on energy, ozone & chemicals management. Dr. Nilaratna has been awarded numerous distinctions including scholarships from International Institutes, Overseas Merit Scholarship, Chancellor Medal among others. He has led several Indian delegations in his official capacity in the entire globe including Meeting of Parties, Regional Meetings and Executive Committee Meetings of Montreal Protocol under United Nations Environment Programme.

Saumitra Jaiswal graduated from Amity Law School, Noida & completed his schooling from The Scindia School, Gwalior. His area of interests covers all the laws related to environment and works with the sole purpose of its betterment. He specializes in Environment Impact Assessment, Air Pollution, Environment Protection Act, 1986 and all the Rules enacted under it. He also leads ELDF in the Air and Noise Sector.
